Judy Twigg is a professor of political science at Virginia Commonwealth University. She is also a consultant for the World Bank, Asian Development Bank, and Inter-American Development Bank; adjunct professor at the Center for Eurasian, Russian and East European Studies at Georgetown University; Trustee of the Eurasia Foundation; and member of the Council on Foreign Relations.

Twigg’s work focuses on issues of health, human capital, and health systems reform in Eurasia, as well as evaluations of human development and public sector management development assistance projects globally. She has been a non-resident Senior Associate in the Global Health Policy Center at the Center for Strategic and International Studies, and a consultant for the Kennan Institute, John Snow, Inc., UNICEF, the Social Science Research Council, and various U.S. government agencies. She was a 2005 recipient of the State Council on Higher Education in Virginia Outstanding Faculty Award.

She holds a B.S. in physics from Carnegie Mellon University, an M.A. in political science and Soviet studies from the University of Pittsburgh, and a Ph.D. in political science and security studies from MIT.
